This identification is not certain, but I can’t think of a more reasonable suggestion. The distinctive feature here is the plain halo surrounding the bust of Christ rather than the standard nimbus cruciger. In spite of that peculiarity, this looks more like an official rather than imitative issue, perhaps with an incomplete or blundered obverse die.
