Rarely see them with the triangular punch marks, not sure if that in itself has meaning or was just a handy device. I have what I presume is a Islamic weight with triangular punch marks. weighs 5.9g

In Weber no 450 he has one with a cross pattern using triangular punches. that weighs 4.3 g

Based on more accurate tests, especially the revers side,
 it appears that it is not weight, but rather a ring head.
 With broken off. ???

Yes, I think this might well be the bezel of a Byzantine ring. The roughness on the reverse could be where the hoop was originally attached. If it is at the correct angle with the obverse, then I think this must be the best explanation. If it were a weight, N must stand for nomisma, but at 0.90g this is much too light.

You wonder then likely it was a coin weight that was then filed down and converted in to a ringhead?

I think that this was the first time a ring head, the decoration is very similar to the decoration of the coin weight.
This was the reason that, after breaking off from the ring, would be mixed with the coin weight.

I have seen probably like a lot of people similar cross marks produced as Countermarks on Byzantine follis of Anastasius, i think they are normally applied to the smaller coins before reform.
