Greek coin for ID. Ptolemaic?

Hello. Please help me to identify this coins, 13 mm, 2.10 gr.
Obverse seems to have a Ptolemaic or roman bust, reverse - eagle?

I think that is going to need a good brushing at least before it can be identified.

 

All coins are guaranteed for eternity
