Reduced Nero Syrian tetradrachm

Hi Board! I am asking for help from experts in the silver coinage of Roman Antioch. I bought this coin: the tetradrachm of Nero of Antioch AD 63/64, AE23/24 mm.. Poor condition, but a coin with tradition and suitable for my financial capabilities. I wonder about its weight: 10.83 g. (normal weight near 14 g). I checked the cubic volume of coin and calculated the silver content to be approximately 70 percent. Hence my question: did some of Nero's tetradrachms have their weight reduced in AD 64?
