Not an exact match but there are two similar brooches with 4 "crescent moons" illustrated in Hattatt #1135 and 1623, 2nd to 3rd century AD. Open work non-enameled discs.  It has the same openwork as yours.

It is a Pelta form of Roman openwork plate fibula.

This is the entry from the wikipage:
