Arab-Byzantine Imitative Follis? Foss 9? Ae 19.28 mm 4.0g

I recently purchased this interesting Ae follis with nice desert patina which measures 19.28 mm and weighs 4.0 g.   The obverse appears to be a standing imperial figure.  On the reverse is a large M with ANA to left and possibly a C below  I think it might be an imitative Arab Byzantine follis from Syria.  Could it be Foss 9?  I would be glad to hear your opinions.

I'm afraid I can't agree with Arab- Byzantine  imitation.
From my point of view it seems to be an eastern Imitation like Hahn, MIB X23-X29
