Struggling of ID provincial tetradrachm (Egypt)

Dear Colleagues,

I stumbled into billon tetradrachm(?) of Aegypt which I could not assign to emperor.
Weight: 8,7 gm
Dia: 22

Obv.: laureated cuirassed bust of a short haired, short bearded emperor, legend: ...C CEB
Reverse: Canopus of Osiris, L- :Greek_Theta_2: in left field.

If anyone has met something like this I would appreciate her/his guidance,
