I think this should be obvious, but the inscription doesn't make sense.

It could be SEVERVSNOBC
Looks like ?E?ERISNOBC  ( The I up close could be a really bad E or L)

Weak die? Not a very good job by the celator?

any thoughts or help?

Looks like a clogged die, I'm pretty sure the legend should be SEVERVSNOBC, Severus II ( Lucky bugger, I've been chasing Severus II coins all over E-Bay but they always exceede my meager budget :P
