An interesting Hadrian sestertius

Hi,

I've never seen such a sestertius.
The Neptune reverse is known (however the style seems to be a little rough).
But on the obverse the bust is strange, and I've never seen this text with OPT.
All of the examples I found were with HADRANUS AUGUSTUS, not with HADRIANUS OPT AUGUSTUS.

What do you think?

The new RIC volume for Hadrian has one coin with the same obverse legend (1593) but a different reverse. In the footnotes, it says it "is clearly barbarous in style and carries inappropriate obverse legend."
