Zoomorphic piece with goat head

Hi,
Please help with identification of this small 25x8 mm copper piece depicting goat head. The second side is flat. It seems that this is whole product -no signs of brakes. What this can be?

The end away from the head is almost certainly broken - just worn down.  End of a bracelet or arm ring?
