Late issue? Who issued it then?

It looks very much like a drachm of Mithridates IV, Sellwood 82.1. There's a page on Mithridates here: http://www.parthia.com/mithradates4.htm

If the metal is uncertain, that suggests its not a silver drachm. Try posting a query on the Parthia-L list, you'll soon get a more definite answer. You can get to the list from here: http://www.parthia.com/
