Seleucis and Pieria - Unpublished medaillon?

This piece appears to be special as it was struck on a particularly thick and heavy planchet. With a weight of 36.59g it looks like a medallion. These embossings usually weight 15-17g (I was also able to find a few that weighed 23-24g, but these were exceptions). Maybe a donation coin? Or a medaillon? What do you think?

Obv. AVTOK K M IOVΛI ΦIΛIΠΠOC CЄB, laureate and cuirassed bust of Philip II left, wearing balteus, holding spear and shield.
Rev. ANTIOXEΩN MHTPO KOΛΩN, turreted, veiled, and draped bust of Tyche right; above, ram leaping right, head left; Δ-Є and S-C across field, star below.
Struck AD 247-249.

Unusual piece. Very interesting.
I think it is intended as a weight.
