Hi

It's Armenian, a kardez of Levon III (1301-1307).

The obverse (left) needs to be rotated 90 degrees clockwise, and then you can see the king seated cross-legged in the centre with his head projecting out into the legend.

See http://www.mehmeteti.150m.com/armenians/hs034.htm for a similar example with the cross-tipped sceptre over the king's right shoulder: most of the others on this page http://www.mehmeteti.150m.com/armenians/hs034.htm have it over the left.
