Yes, that's right. The last lines are:

TU VKO
[N]OM

So he was a chartoularios (administrative official) of the oikonomos - i.e. the head of an institution, large church, foundation or a domain. The seal does not specify the institution where he was active. Hagia Sophia, for example, had an oikonomos in charge of its daily affairs.
