Following Leschhorn, Franke, "Lexikon der Aufschriften auf griechischen Münzen, Band I", Wien 2002, ΘΕΜΙΔΟϹ ΤΟ Ε stands for "contest for the fifth time".

A bit more is explained in BMC on page LXXIV f.: https://archive.org/details/cataloguegreekc03medagoog/page/n79/mode/2up

Another reference gives this explanation (translated from old French):

« We can hardly doubt, he says, that the letter I, 10, has a direct relationship with the head in front of which it is placed, and indicates the tenth solemnity celebrated by the Alpendians, in honor of Salonina, and that the letter ©, 5, only expresses that this tenth solemnity is the fifth that they celebrated at the temple of Themis. »

Thank you Altamura and Dominic (BTW, the current understanding is that the letter "I" on the obverse represents the denomination - 10 assaria, correct?).

Yes this is the denomination mark. You can see other specimens of your coin here:

In addition to the numbers mentioned in BMC coins for Geta are known with T :Greek_Xi: :Greek_Theta_2: (https://gallica.bnf.fr/ark:/12148/btv1b8514579x for example).
