Roman fleet? Military diploma

Hi everyone, this is my second military diploma fragment.

I believe it is from the Roman fleet.  "CLASSI" is clear and visible along with what I believe MILITVM below.  But I am having difficulty figuring out line one and four as well as the reverse.  Any help in deciphering is always appreciated as well as any thoughts on time frame.  I'm thinking early 2nd century, maybe Hadrian but with such a limited inscription I realize it will be difficult.  

My other fragment  was dated to late 1st century, probably Domitian.

I know nothing about these, but waiting for the sun to come up so I can go deer hunting, I’ll jump in and say the letter in the center of the top line looks like an M to me, especially when compared to the one below.

One problem is that many Roman military diploma had a standardized text that listed a large number of units (presumably from which there was a mass discharge of soldiers) and then had the details of the specific individual add in a particular part.

So while your fragment almost certainly refers to a fleet / classis the only way to know whether that is just part of the full listing or for the actual recipient is to compare to a complete version.

There are several books that list the text of full diplomas, but they are very rare and hard to find volumes.

Thanks Shawn, yes, that is always the challenge.  With my last diploma fragment, someone noticed a particular phrase that lent itself to the reign of Domitian.  I sent that off for inclusion in a paper, although I don't know if it has been published yet.  I lost Istvan's email address.

I was hoping someone would recognize something similar on this one.  I have partially matched it with one from the reign of Hadrian, but that's just speculation. The words may appear on different lines depending on the spacing.  

I believe we both have  the ability to move this topic as mods, but I thought it would catch a wider audience here.

I do not think it is a diploma for or including fleet soldiers, but a constitutio issued for Syrian troops.
I have consulted a friend of mine, our reconstruction of the text is:

... COHORS ... THR]ACVM ET [...
... COHORS] II CLASSIC[A ...
... COHORS II VLPIA EQ]VITVM S[AGGITARIA CIVIVM ROMANORVM ...
... COHORS ... THRACVM SYR]IACA [...   or   ... COHORS IIII SYR]IACA [...

The other side is not clear yet.

I had line 3 as MILITVM but  EQVITVM seems more likely now.  

From what I gather of your reconstruction this would make it Trajanic,  early 2nd century.
