Which late Roman Emperor?

Please identify this coin. I see that the ruler’s sword is pointing towards Victoria.

Looks to me as a barbarous unofficial issue common in the Late Roman bronze coinage.
My guess is as good as yours...perhaps Honorius would be as good as any.

The reverse type looks like VIRTVS EXERCITI, Victory crowning Emperor, but the legend appears to end in EA!

The design is also a bit odd but good quality.  That is not a sword pointing at Victory, just the engraving line forming the bottom of the cloak over the Emperor's shoulder.  In his other hand he should holding a spear.

The obverse appears to be Arcadius.  I think I can make out the bottom of RCAD and then the VS PF AVG.

So likely a contemporary imitation of the VIRTVS EXERCITI.
