Uncertain bronze coin or tessera with anguiped

So I am very unsure about what this is.  It is bronze, 15.5 mm, and 3.55 g.

The obverse seems to show Hera or another goddess standing, head left, holding a patera before her in her extended hand.

The reverse seems to show a anguiped right.  The bearded male figure has serpents for his legs and hands.

Do you know a reference for this?  Thanks.

G'day Matt,
The reverse looks like an inverted aphlastron/aplustre with a fancy
base/terminal (to my eyes, anyway). Eastern perhaps?
