Salus was the Roman goddess of health. According to Strack III, p. 129, the idea behind the type is that the safety of the state is dependent on the health of the emperor. "For that reason Salus holds the rudder of Fortuna in some of these types, as an indication that the fate of the empire rests in her hands."

This issue reminds on the triumph of Germanicus AD 17 due to his campaigns against the Germans, where he regains 2 of the 3 signs which were lost AD 9 by Varus in the battle of Teutoburger Wald.

For Latin scholars: The grammar structure on the rev. is the infamous 'ablativus absolutus' in connection with a chiasmus!

NACPR mostly is explained as "Nero Caesar Augustus Populo Romano". Excavations of the Meta Sudans and at the north-eastern slope of the Palatine Hill indicate that this countermark was distributed to the people during Nero's congiarium AD 57.
