10/26/18 at 12:30I suspect that this issue was minted by a Publicius Malleolus (Hammer in Latin, cf. RRC 335/3). Lucius and Marcus Publicius Malleolus, both curule Aediles in c.241 BC, are known for having built the Temple of Flora, and created the Floralia. The apex would refer to the Flamen Floralis, likely a member of the family.
