'Monarchy, in fact, is Providence', Charlesworth. As legend it appears first under Tiberius, showing the Altar of Providence. Under Hadrian the idea of PROVIDENTIA DEORUM (Divine Providence) begins to be symbolized as the foresight of the gods.
