This coin is hard to read, but I think it is year 28. The mint I am uncertain about, but it could be A, BN, or ZRYD. I really can't read the mint signature.
Most likely it seems to be BN, A is also possible, but I believe to recognize a gap between N and B and at the bottom the N bends to the left this is why I tend towards BN
