Note that the Hebrew lettering is modern.
false shekels are fentasy pieces of (mostly) European origin manufactured from the 15th to the 20th century and based (loosely) upon ancient shekel types. In this example the Omer cup of the type it imitates has become an incense censer and the three branched pomegranate bush has become the rod of Aaron, budding with leaves and almonds.
Sold as an authentic Jewish War era shekel (!) on ebay by NFS Saxby Coins on ebay, 2008.

The reverse of this type confirms it as a modern token, depicting symbolism of the Royal Arch bodies of Freemasonry. Many variations exist as RAM chapters throughout the United States and Canada produced these “coins,” principally during the period from the mid-19th century through the 1920s.

So-called “false shekels” were produced (mostly) in Europe from the 15th to the 20th centuries. Some were produced as pilgrim mementos but many were made to deceive. The majority follow the design pattern seen here, though with variants, and they exist in a variety of metals.

One of the earlier modern "false shekel" types, this type is known as a "Meysel shekel" and is a forgery by or commissioned by Mordecai Meysel of Prague, Bohemia, 1584. Made at Prague

The "coin" is a hybrid of modern stylized versions of ancient designs. It is unclear which side is meant as the obverse and which the reverse, since the two types it imitates are both reverses, but one side loosely imitates a AR tetradrachm of Thasos, 2nd century BC, depicting Herakles standing, holding his club with right hand; legend in Greek: HPAKΛΕΟΥΣ ΣΩΤΗΡΟΣ ΘΑΣΙΩΝ (misspelled OΛΣΙΩΝ).
The other side loosely imitates a AR denarius of the Roman Republic, specifically that of moneyer P. Maenius Antiaticus, 132 BC. Legend: P MAE ANT; ROMA in exergue. Victory driving fast quadriga, right
