The head covering of the deceased Emperor causes many people to misread these portraits as feminine. These two portraits provide a good example of the variations in style seen from the different mints that struck similar coins. As you prefer, you may look at this difference as 'refined' versus 'crude' or as a sign of different artistic schools that existed in different parts of the Empire.
