Russia, Elizabeth Petrovna, 6 December 1741 - 5 January 1762
Elizabeth remains one of the most popular Russian monarchs because of her decision not to execute a single person during her reign, her numerous construction projects, and her strong opposition to Prussian policies. Elizabeth brought about a remarkable Age of Enlightenment in Russia. Her court became one of the most splendid in Europe. She encouraged foundation of the University of Moscow and the Imperial Academy of Arts. She modernized Russia's roads and financed grandiose projects - the Winter Palace and the Smolny Cathedral in Saint Petersburg are among the chief monuments of her reign. Elizabeth led the Russian Empire during the War of Austrian Succession (1740–48) and the Seven Years' War (1756–63). Russian troops enjoyed several victories against Prussia and briefly occupied Berlin. She died at the time Frederick the Great was finally considering surrender in January 1762.WO96728.
