In "Two 'Virtues' of Tiberius: A Numismatic Contribution to the History of His Reign," C. Sutherland suggests the hypothesis that "the Senate, in A.D. 22, presented Tiberius with shields of Clemency and Moderation - an act of which an echo is preserved in the pages of Tacitus - and that, the formal but well-earned honour once conferred, the Senate proceeded by means of their coinage to call wide public attention to the imperial virtues which their ceremonial action had just recognised."
