VOT P R on the shield abbreviates, Vota Populi Romani, which translates, "Vows (prayers) of the Roman people." For this issue, the altar is always marked I for the first (A) and second (B) officinae, and S for the third (G), fourth (?) and fifth (E) officinae. The meaning of the letters on the altar is unknown.
