It carried connotations of valor, manliness, excellence, courage, character, and worth, perceived as masculine strengths (from Latin vir, "man"). It was thus a frequently stated virtue of Roman emperors. Virtus was not a term commonly used to describe children. Since virtus was primarily attributed to a full grown man who had served in the military, children were not particularly suited to obtain this particular virtue.
