Tiberius II has a cross on his crown; Maurice has a trefoil ornament. Also, the obverse legends for Tiberius II are mostly recognizable, the obverse legends for Maurice are completely blundered illiterate nonsense, as on this coin. Many older references failed to distinguish between them.
