A late Roman SALVS REIPVBLICAE, Victory dragging captive.

They were stuck 388 to circa 430 under several Emperors.  Yours is on an undersized flan so no obverse lettering is visible so the exact Emperor can't be determined.

No, the head on the obverse of yours has diadem ties visible at the back so is from one of the male Emperors - Theodosius I, Valentinian II, Arcadius, Honorius, Theodosius II, Valentinian III.
