This is Constantius II's SPES REIPVBLICE, Emperor standing with orb and spear.  Struck 358-362.

The mint mark is [ ]CONS[ ].  Constantinople, but the exact issue and officina/workshop can't be determined as part of the mint mark is not visible.

We don't know the official names for the coins at this point in time, so they are usually referred to as AE1 to AE4 based on size.

This is an AE4.

No, as each different issue has a different RIC number it is impossible to be tell.  The mint mark is incomplete.
