Cybele and the partial necklace

I was thinking about this denarius of P. Fourius Crassipes, and I noticed that Cybele's necklace stops under her lock of hair. At first I thought this was a mistake by the artist, but it seems to be on every die. So, my question is - why?

My best guess is: maybe, given how much more valuable pearls were in antiquity, pearl necklaces only had them at the front...? But this is speculative. Any better ideas?
