Obverse legend seems to be ... FL IVL CO....

Therefore Constantius II or Constans. Specialists may be able to classify this better.

The "in addition" is the problem. It looks like the coin was almost completely ruined by the use of chemicals.

I agree.  If you are doing the cleaning it would be worth spending some time reading through the dozens (hundresd?) of useful messages in the uncleaned thread.  There are many ways better than chemical cleaning for this kind of coin.

Once it has undergone this kind of chemical treatment there is literally nothing that can be done to help it.

Maybe from Thessalonica - but this is only a quick guess.
