Looks Roman to me.

Likely a variation of the standard Roman bird head or dove head sticks.

You can see all kinds of crazy crap about these on the internet.  They are often sold as rare Senator's voting sticks.  Total crap.

Archaeologists are divided between fancy hair pins and a tool used in wool spinning.  With the rotating head and pierced hole my bet is the latter.
