Interesting as it is a male with plain Roman haircut and tunic - not heroic or god-like.

Eyes and hair style mean it might be Celto-Roman style.

Not sure if it was intended to represent someone in particular or just a "citizen".  Could be a local god in the Celtic style as opposed to the usual Greco-Roman style.
