Can someone id this coin also its very heavy near 20gr

Hi folks,

Have the faces on both sides been tooled? The facial features look stronger than the rest of the coin. And they also look a little odd.

Almost looks like a Papal Bulla lead seal. Is there a hole through it where the twine would have been?

Legend is Greek, so not papal.  Rather Byzantine.

My first impression was 'tooled' as well, but upon looking at the photo I also don't see clear indications of that. But the style of engraving is slightly 'off' for the period (c. 9th century) so we may be dealing with a product of the provinces, not from the capital. The obv. has a depiction of Christ with a cross behind his head. Inscription obliterated. The rev. has the Mother of God. The inscription we can read is [ΘKE?] BOHΘ CVMEWN... invoking the Virgin (probably) to help the seal's owner, who is named Symeon. The rest of the legend must have mentioned his rank or office.
