Draped Domitian?

My latest acquisition has me puzzled. https://www.forumancientcoins.com/gallery/displayimage.php?pos=-163508

Flavian S C Antiochene issues do not sport a draped bust, period. Yet, this coin has hints that it may be indeed draped. If not, I'm at a loss to explain the business below the wreath ties. Opinions?
