Ae 23 Hydrela Phrygia, in my opinion is from Elagablus.
Nothing is found of this city except coins minted by Hadrian and Sabina and some Psedo-autonomous at the time of Elagabalus.
This coin could be coined by Elagabalus during the period when the Pseudo ones were minted.
Strange that they are not found, at least I did not find them, other coins of emperors besides the two mentioned, could this coin of mine be a new one?

Having recently searched for and then bought one for a friend/client, I can attest that
coins of Hydrela are well known for emperors other those few you quote above:

Augustus - RPC 2984
Nero - RPC 2985 (plus new varieties)
Geta - Paris
Maximus Caesar - Gorny Mosch 100 / 1288
(which may also suggest for Maximinus I)

as well as:
Pseud-Auton. 1st-2nd Cent. - v.Aulock, Phrygien I, 308-9

There may yet be others.
