This seems to be one of the farthest eastern cities of Hadrian his reign.

Region   Sarmatia
City   Tyra

Can you help me i am not quite sure about the obverse legend

Thus it might be Caracalla, the portrait seems to be ok for him. ANTWNIN also fits him.
