eagle

This highly eroded Caracalla coin is attributed to the city of Tire.
the legend on the obverse is AVT K MA / ANTWNEINOC CE the bust seems to me only a graduate.
On the reverse it ends with TO Delta.
has a star between the legs of the eagle.
I am not convinced that the attribution to Tire is correct.
I tried in other cities that have a similar reverse, but I did not find anything that meets all the requirements of this coin, especially the legend to the obverse, which I found only for Antioch, but I would exclude this city as Delta-E misses, all the heads of the eagles present in the McAlee, however, are turned to the right, while this is turned to the left.
I would ask for help with his certain classification.
Thanks Roberto
