ID Help-Chinese Charm

This appears to be an ae38 Chinese Charm with a 'coin like' 4 character center and a 14 character legend.  The Obverse and Reverse and completely different.   I haven't been able to make much headway with either the 4 character 'coins' nor the 14 character legends.   Any help or direction will be greatly appreciated.
