0.8mm.
No idea about the identity of the ruler.

Dear Medb,

After seeing this coin, I am more confident that your other coin from North Africa is a Vandalic imitation, as is this one.  The Roman emperor is unknown, but the reverse depicts Victory, or rather a fragment of her.  The partial reverse inscription seems to be VICT[ORIA].  See here for similar examples:

I guess it is a Vandalic pseudo-imperial bronze coin, in the name of Honorius.

It seems it's a vandalic imitation of Honorius or Valentinian III.
