Help with ID'ing this Lucius Verus Provincial

I've searched and searched....but none of my references have an example of this coin. I am assuming, based on the size and wreath it was minted in victory celebration (commemoration) or perhaps upon a visit to an area? I think maybe reference to his 5th regnal year (victory over Parthia?). Any assistance would be appreciated!
