Nero as Caesar or as Augustus?

RPC I.3191 - https://rpc.ashmus.ox.ac.uk/coins/1/3191 - attributes this as being minted in at the beginning of Nero's reign. I've seen many others attribute it to Nero as Caesar under Claudius' reign. I would welcome a consensus of opinion. The obverse reads: NERON KAISAR , there is no SEBASTOS but there are many provincials which only use the Caesar title for Augusti.
