2nd Provincial to ID

Hi,
This is an AE 29 and it is 13.70 gm.
Obv. Rad. hd. of an emperor r. with   :Greek_Iota::Greek_Kappa:  :Greek_Omicron: ? ? around.
Rev. Tetrastyle Temple with a figure standing facing in center,  :Greek_Iota: to left and another  :Greek_Iota: to right of the temple.
 :Greek_Kappa:  :Greek_Alpha:  :Greek_Iota:  :Greek_epsilon:  :Greek_Omega:  :Greek_Nu:  below.
A countermark of a head of an emperor(?) on top right of the temple.
The emperor on obverse looks like very close to Pertinax as far as I could make out by the portrait!
The reverse seems to be Nicaea but the first letter on the left of the temple is a very clear  :Greek_Iota: instead of an  :Greek_Nu: .
Can you help me to solve this puzzle please, thank you.

The "KO" could be part of a greek inscription for Commodus (KOMODOC).  Hope this is some help.
