Hi, Kevin. When we used to find things like this at Caesarea we labeled them "parts of an undiscovered Roman bicycle"! Maybe some type of indicator for a scale, perhaps? See this topic:

I will DM you with a PDF of chapter 4 from Lionel Holland's book. "Weights and Weight-Like Objects from Caesarea Maritima". Nothing exactly like yours in there, but might be an idea.

Sorry, but I forgot to mention with was ground-found in a long forgotten Celtic settlement south of the Drava river in Croatia.
Anyway, I came across this line drawing seen below in an Academia post discussing small La Tène Culture finds. Most likely, unless I'm incorrect, it could be La Tène II ca. 250–150 BC.
It could be the same, sans the chain and attachment, perhaps?
Any thoughts or corrections will be highly appreciated.

I think it's too small and flimsy for that. I think a Roman era hair pin is more likely.
