Broken Lead Seal with Latin R? from Caesarea Maritima

Hi, all.  I am at a loss on this one.  I have searched through DOAKS and Gert Boersema's archive with no luck so far.  I see at least two possible orientations for the inscription.  The horizontal one is with a 0 degree axis, and the more vertical one has a 180 degree axisStill very hard to be certain of any of the letters aside from the obvious one.  Let me know if you recognize any patterns here.  Thanks, Jimi

Latin R? and two pellets..
with Greek letter X, to left.
Rev: Incomplete Greek inscription in
three lines: ..Δ /.CO?. / .O?  Axis:0?
or OC?../ ΔO or C?.. / ?..  Axis 180?
18.5 x 13.5 x 3.25mm. 4.05gm.
