Ottoman era Stamp Seal?

Copper alloy; 31mm/7.7gm The seal is octagonal; 11mm/10mm.

As seen in the very ugly seal imprint, I see a lion crouching left, holding a scimitar. Not sure if all those squiggles above, below and about are Islamic legends, or simply decorations.

Not my area of expertise, but the motif seems more like the late Iranian dynasties like the Safavids than the Ottomans.
