ID for Open-work Brooch with Pelta

Copper alloy; 32mm/9.8gm

With the pelta, I figure it's Roman, ca. 1st-2nd Century. The open scroll work reminds me of Roman belt plates ca. the same era.

I've never seen a brooch quite like this and cannot find anything similar in my paltry resources.

HELP!

It's a known type. Rotate 90 degrees and you cans ee that it is an axe head!

Very pretty. Are those letters on the left hand picture shaft? Could be just part of the design.
