Theodosius solidus ?

Hi There,

I found this coin for sale on ebay. It's sold as Theodosius II solidus (3.41 g; 21-22 mm). Looks fake to me. I didn't find any described coin sharing this CONCORDIA type and TESOB mint mark, and weight is somehow low. Moreover, the classical horse on the emperor's shield is difficult to recognize. What do yo think ?
